My Pasta Express did not work when I tried cooking elbow macaroni, why?

I put the macaroni in the Pasta Express, added boiling mineral water until it was 2 inches above the macaroni, snapped on the strainer and put the lid on. The macaroni expanded and the outsides cooked but the insides were still not done after 15 minutes.

I suspicion it's just not a good product here are some comments of some dissatisfied consumers.
