Is a downdraft vent on a stove top enough to prevent damage under a 42" cabinet, without a vent hood above?

We are construction a home and originally, the stove was on the center island with a downdraft. We requested it be moved to the side chip under the cabinets. They were supposed to put up a hood range for ventilation. We have 42" cabinets. Leak out
